1976
October 4: Frank Collin applies for permit to march in Skokie. 1977 April 28: An injunction is issued prohibiting the NSPA from marching. May 2: The Skokie Village Board passes three ordinances. "The three ordinances require any group demonstrating in the village to post a $350,000 insurance bond, forbid the wearing of military-style uniforms by members of political parties, and prohibit the distribution of printed material which incites group hatred. June 14: US Supreme Court orders Illinois courts to hear appeals expeditiously.
"...the Supreme court said to Illinois that where there is a first amendment rights issue and an injunction has been issued for an purpose, ther are two choices: to give the person a speedy hearing or to lift the injunction during the normal appeal process..." Harvey Schwartz June 22: NSPA applies for permit. June 24: Skokie denies NSPA permit June 27: Sol Goldstein's suit filed. August 12: Collin v. Smith filed. October 21: US District Court issues preliminary injunction prohibiting Skokie from enforcing ordinances. 1978 January 27: The Illinois Supreme Court rules Swastika ban unconstitutional and dismisses Sol Goldstein's class action suit. February 23: The US District Court rules ordinances unconstitutional. "It is better to allow those who preach racial hate to extend their venom in rhetoric rather than to be panicked into embarking on a dangerous course of permitting the government to decide what its citizens may say and hear." -Judge Bernard M. April 11: Frank Collin applies for permit to march at Village Hall on June 25.
May 22: The Seventh Circuit US Court of Appeals refuses to overturn Judge Decker's decision. May 25: Skokie issues the NSPA a permit. June 5: Skokie files petition requesting review of US Appeals Court's opinion. June 14: The US Supreme Court allows march in Skokie for June 25. June 20: The US District Court orders Chicago Park District to give NSPA permit.
June 24: The Nazis demonstrate in Federal Plaza. July 7: The US Supreme Court refuses to block march in Marquette Park. July 9: The NSPA demonstrates in Marquette Park. October 10: US Supreme Court rejects appeal. |
